通过分析我国高新技术产业投资的现状及存在的问题，提出了设立创业投资基金的思路，并结合国际国内的情况，分析了创业投资基金的特点、作用及在我国运行的可行性。

By analysing the present state of our country's high-tech industry investment and problems existing, the article puts forward the idea of establishing investment fund for starting an undertaking and explains the features and functions of the fund as well as its feasibilities, modes and countermeasures when operated in our country in accordance with situations both at home and abroad.
