摘要
风险社会下的食品安全管理须能突破片面强调政府监管的惯性思维,转而建构和凸显治理,在此语义下,实现法律手段与伦理手段的结合,从而跃变为"食品安全文明"的复合管理模式,其中,政府部门与第三部门、营利部门各显所长但又密切合作,形成该模式展现治理的组合效应的两个维度:一是政府部门通过制度创新尤其是完善法治,来建构食品安全制度文明;另一则是第三部门和营利部门张扬社会责任与公共理性,打造食品安全责任文明。
In the sight of risk society,food safety management must be built in governance rather than in single government control, and food safety civilization should be formed accordingly by combining the two methods of law and ethics. In this kind of civilization,a government builds institution civilization by innovation of regulation,the third sector and enterprises show their social responsibility to develop responsibility civilization.
