我国行政执法评议考核制度评析

执法评议考核是行政执法责任制中最关键的环节。但由于立法缺乏专门性,评议考核主体单一,评议考核内容不统一且抽象,评议考核方法落后等问题的存在,导致评议考核的结果往往难以真正反映行政执法的实际情况。从我国的实际情况来看,完善行政执法评议考核制度,主要应通过确立新的"以公民为中心"的价值理念,加快相关立法专门化的步伐,引入外部评议,进行考核内容的标准化和体系化建设,实现考核方法的多样化和信息化等途径进行。

Evaluation of law enforcement assessment is the most critical link in the administrative enforcement responsibility system. However, due to the lack of special legislation and other subjects of evaluation,the contents of evaluation being not unified and abstract, the results of evaluation are often difficult to truly reflect the actual situation of administrative law enforcement. From China＇s actual situation and improvement of the evaluation system, administrative law enforcement should be primarily undertaken by establishing new ＂citizen-centered＂ values, speeding up the pace of specialization of the relevant legislation, introducing the external evaluation, carrying out the standardization of the contents and evaluation system, and achieving the diversification of assessment methods and informationization.
