Accountability and its Assessment:Ideas and Methods

问责制度是指一个使有权力的机构对某些特别的公众进行回应的机制。实践中常常出现问责过多和问责不足的困惑。问责制度评估关系到问责制度能否健康发展。要对问责制度进行评估,首先要确立评估的理念。根据问责的目的,可确定民主、宪政和绩效三种评估理念。以三个理念为基础提供了一个对问责制度进行评估的系统框架,并对其进行了评价。

Accountability system is the mechanism by which the organizations with power make responses to some special public groups. But in reality there are puzzling problems of too much accountability and lack of accountability. The assessment of accountability system matters if accountability system can develop in a healthy way. To assess accountability system, the priority is to set up ideas of assessment, which includes democracy, constitutional government and performance. The systemic frame assessing the accountability system based on these ideas is proposed and analyzed.
