论我国新农村社区治理模式的建立与完善

新农村社区建设是新农村建设的重要方面,而治理模式的选择是影响新农村社区建设的重要因素。由于我国幅员辽阔,各地区存在较大差异性,治理模式不能千篇一律,应该顺应新农村社区治理格局、治理方式、治理机制的发展趋势,因地、因时、因"人"制宜,选择适应国家行政主导推进型治理模式,或者多元主体互动合作型治理模式,或者社区组织与成员自治型治理模式。不断完善新农村社区治理的文化机制、组织机制、法律机制。

The construction of new rural communities is an important aspect of rural development, and the governance model is an important factor in the building of new rural communities. Because China has a vast territory and different places have different characteristics, governance model can not be stereotyped. We should adapt to new trends in the development of governance structure, governance pattern, governance mechanisms of rural communities. According to what is suited to each place, the occasion and each individual, we choose governance model of national executive being the leading place, or of diverse subjects and interactive cooperation, or of community - based organizations and autonomy. The cultural mechanisms, organizational mechanisms, and legal mechanisms of the governance of new rural communities should be constantly improved.
