A Dissertation on Yili General Songyun of Qing Dynasty

论述了清代伊犁将军松筠在新疆任伊犁将军十余年间治理新疆的主要业绩。松筠重视屯政,兴办旗屯;重视文教,编撰史籍;为新疆经济社会的发展作出了贡献。在管理部属,办理案件方面有一定的失误。对其政绩客观分析,功过均有,但仍以贡献为主。

This essay discusses the major achievement General Songyun accomplished in a decade when he acted as Yili General and governed Sinkiang in Qing dynasty. The main idea of this dissertation is that General Songjun had made a great deal of contribution to the economic development of Sinkiang by putting emphasis on station farms and setting up banners station, attaching importance to the culture and education, compiling books on Sinkiang history. Based on the objective analysis of the feats and defects of General Songyun, this essay concludes that although he made some minor mistakes on administrating inferiors and judging cases, it was indisputable that his contribution surpassed his demerits.
