经济发展软环境建设问题探析

建设经济软环境具有重大意义,经济软环境的营造意味着政府职能的转变,意味着机关公务人员的服务质量的提升,意味着社会诚信程度增强,意味着浓厚的文化氛围形成,意味着社会治安的实际状况改善。现实中,经济软环境建设的制约因素有,一是政府职能错位,二是经济管理部门违规操作,三是执法人员不公正执法,四是服务行业的服务质量低下。建设经济软环境应采取的基本对策是:一要大力解放思想,二要营造宽松优惠的政策环境,三要转变政府职能,四要规范行政行为,五要提高服务水平,六要健全监督机制。只有这样,才能把经济建设所处的软环境问题解决好,才能实现经济的全面协调和可持续的发展。

Only in this way can the economic development of the soft environment in which to solve the problem in order to achieve comprehensive, coordinated and sustainable economic development.
