Quality Assurance and Evaluation under the Context of Mass Higher Education:Case Study on Innovation and Practice of Shanghai Higher Education Quality Assurance System

上海高等教育普及化进程有自身的举措和特点,同时不断深化高等教育管理体制改革,完善"管、办、评"三分离的运行机制。为了加强对高等教育质量的监控与评估,上海形成了市、区两级教育评估网络组织并实行行业自律,通过开展绩效评估、质量认证等多种多样的评估活动,促进了高等院校教育质量和办学效益的提高,形成了具有上海特点的高等教育质量保障体系。

The evolution of Mass Higher Education in Shanghai shows its own characteristics. Under the context of Mass Higher Education, reform on the management system of higher education is implemented and the mechanism of ＂supervised by government, run by higher education institutions, evaluated by social agencies＂ becomes more and more mature. In order to promote the quality of higher education, education evaluation system on city and district level has been established. Various evaluation activities such as performance evaluation and accreditation are carried out. The Shanghai characterized Higher Education Quality Assurance System is established.
