摘要
公共行政人员的人性假设是分析其职权行为的重要前提。公共行政人员既非自利的"经济人",又非缺乏价值内涵的"公共人",而是有着多重利益取向的"利益人",因而他们的行为面临着公共利益和组织利益的冲突、本位职责和社会职责的冲突、个人正当权益和公共利益的冲突,进而陷入行政行为选择的伦理困境。实现负责任行政行为的关键在于制度的建设和公共行政人员个体德性的彰显。应通过管理体制改革、实施公正的规范制度,以及公共行政人格的塑造,促使公共行政人员选择以公共利益为导向的行政行为。
The public administrator's human nature hypothesis is the premise for analyzing their authority action. Neither are they economic men, nor public men with no value connotation. They are interest men of multi-interest approaches. As an interest man, a public man would face the public benefit and organization benefit conflict, position responsibility and society responsibility conflict, individual advisable benefit and public benefit comqict. So it is liable for them to fall into ethical puzzlements. The key to achieve responsible administration action is to build institutions and show public administrator individual virtues. Via reforming the present management system, molding public administration personality, so achieve public benefit implementing just regulations, and oriented administration actions.
