争取敌伪既是必要的,也是可能的。新四军在安徽抗日根据地通过建立敌军工作部门,开展对敌伪宣传,建立日本人反战同盟,争取瓦解敌伪军,优待俘虏,打入敌伪内部等手段开展对敌伪工作。新四军在安徽的敌伪工作具有机构健全、业务水平高、形式灵活多样、开展面广、针对性强、效果明显等特点,通过敌伪工作的开展,为新四军解决了物资和交通上的困难,保护了一批干部,争取了敌伪的反正,加速了敌伪的瓦解和抗战的胜利。

It was necessary and possible to win over the enemy and puppet army. The New Fourth Army in Anhui Anti-Japanese Base carried out its enemy and puppet army work by means of setting up the enemy department, giving publicity to enemy and puppet army, establishing Japanese Anti-War Alliance, striving for and disintegrating the puppet army, imposing the policy of lenient treatment of prisoners of war, infiltrating to the inside of enemy. With complete organization, skilled and flexible measures and obvious results, the enemy and puppet army work in Anhui had succeeded in solving materials and transportation difficulties for NFA. It had protected some cadres, disintegrated the enemy and puppet, and accelerated the victory of the Anti-Japanese War.
