通过对我国的工伤保险费率机制调查与研究,针对工伤事故预防作用机制方面存在的问题与不足,探讨引入安全评价技术服务机构开展工伤风险评估。一方面延伸安全评价机构的技术服务领域,为生产经营单位提供改善安全生产条件的专家技术咨询建议,督促生产经营单位加强安全生产工作,有针对性的改善安全生产条件,提高本质安全度,从根本上减少职工伤亡事故的发生;另一方面,通过工伤风险评估,为工伤保险经办机构合理、科学地确定工伤保险费收缴费率的调整,提供技术咨询支持与帮助。真正实现工伤保险的预防机制及时性、有效性、准确性作用,将生产经营单位安全生产状况与其经济利益相联系,激励和督促生产经营单位采取保障职工安全健康的措施。

Based on the investigation of China＇s mechanism of industrial injury insurance rate, in view of the problems and deficiencies in industrial injury prevention mechanism, the paper discusses the introduction of safety evaluation technical service mechanism for industrial injury risk evaluation. On one side, the safety evaluation institutions can extend their technical service field, provide expert technical proposals for improving the safety production conditions to the production units and urge them to enhance the safety production and improve the intrinsic safety so as to reduce the workers＇casualty accidents fundamentally. On the other side, through the industrial injure risk evaluation, they can provide technical consultation support and help to the industrial injury insurance institutions, through risk evaluation, to adopt a rational and scientific insurance rate of industrial injuries. In this way, the industrial injury insurance can really display its role of timely, effective and accurate prevention, and the safety production of production units can be closely related with their economic benefits so as to encourage and urge the production units to take measures to protect the safety and health of their employees.
