摘要
由于工程总承包项目招标时,面对的是截然不同的三类对象,必须先确定备选总承包商的类别,才能有针对性地制定招标文件和评标标准,进而实施招标。论文从工程总承包项目的特点和招标程序以及设计单位、施工企业、联合体的特征出发,构建了备选工程总承包商类别选择决策的评价指标体系,建立了混合型多指标双层多属性决策数学模型,用模糊综合评价法结合Topsis法对模型进行了求解。对项目业主对项目各目标权重的分配,以及联合体叠加效果折减系数β的变化对最终排序的影响等进行了分析。以变化的具体数据作为算例,对所得出的研究结果进行了验证。
When a general contract project invites bidding, it faces three types of candidates. The types should be determined before bidding documents and evaluation criterions are work out. An evaluation index system was set up on the analysis of the characteristics of general contract project, procedure of bidding, and the characters of designer, construction enterprises and alliance. A hybrid double multiple attribute decision model for alternative projects was presented. The model was conducted by integrating fuzzy evaluation and Topsis. The weights distribution of each target by owner and the influence of change of β on the results were analyzed. The research results were validated by the data.
