我国住房公积金制度公平问题分析

Analysis of equity problem of housing provident fund system

媒体和学者们普遍关注的住房公积金“劫贫济富”的公平问题，却一直没有得到系统的实证检验。在公平经济学内涵分析基础上，基于抽样统计数据，从机会公平、规则公平和结果公平三个层面对住房公积金的公平现状进行了分析，主要结论为：住房公积金存在制度内和制度外的机会不公平；因用途较单一和使用受限的规则不公平，在是否使用了住房公积金群体之间引起了结果不公平；在已使用公积金的群体内部，体现了“互助”的原则。

The fairness of the Housing＂ Provident ＇Fund, has been concerned at large by media and academics, has not been system empirical tested. Base on anglicizing the economic means of fairness, this paper set theoretical frameworks from chance fairness, rule fairness to result fairness. And then, analyze the fairness of the Housing Provident Fund based on sample micro-data. The main conclusions are the chance unfairness exist both internal and external system, the rule unfairness exist because the single purpose and limited use which arose the result unfairness between the groups of have used and have not used the funding. However, in the internal group of have used the funding, the result reflect concept of ＂mutual aid＂.
