To Strengthen Public Security Organs' "Three-force" Construction and to Guarantee Public Security Police to Do Their Duties According to Law

目前,公安工作正面临日益严峻的考验:执法环境更加复杂,暴力抗法事件屡屡发生;警民冲突事件增多,警察公共关系亟待改善;民警执法、服务存在刚性不足、柔性欠缺等问题。如何处理好打击与服务、管理与保护之间的关系,提高民警执法的"民本性"意识,强化公安机关执法的"权威性",已经成为摆在党委、政府和公安机关面前的一个亟待解决的重大问题。

The public security work is faced with increasingly severe challenges： the law enforcement environment is more complex, violent law-protested events occur again and again; conflicts between the police and the people increase, the public relations of the police are urgent to be improved; the police＇s lawenforcement and services are neither rigid enough nor flexible enough. How to handle the relations between attack and service, management and protection, to strengthen the authority of the public security law en-forcement is an important problem demanding a prompt solution that the Party committee, the government and the public security organs are faced with.
