区域循环经济发展的机理与对策

Mechanisms and Counter-measures of Regional Recycling Economy Development

文章综合运用生态学、系统科学、经济学的相关理论与方法,剖析了区域循环经济发展的机理,提出了构建区域循环经济系统的三原则:(1)物质—能量原则。在构建区域循环经济产业链时,应遵从社会经济系统的物质—能量流规律,充分考虑区域经济系统物质、能量的数量与结构特征。(2)成本—效益原则。即要对区域社会经济系统进行投入/产出分析,从而明确区域循环经济系统持续运行的经济可行性。(3)利益—分配原则。在市场经济条件下,循环经济发展的各利益相关方为了自身利益进行博弈,只有合理协调各方利益,才能保障区域循环经济的正常、持续运转。在上述分析基础上,进一步提出在区域循环经济发展中,需要科学构建产业链,并建立相应的长效机制,制订切实、有效的配套措施与政策。

This paper used the theories and methods of ecology, economics and systems science to analyze the mechanisms of regional recycling economy development and proposed three principles of building regional recycling economy further： 1） Material-energy principle. In course of constructing the industrial chains of regional recycling economy, the law of materialenergy flows in socio-economic system should be adhered to and its amount and structural characteristics in regional system; 2） Cost-effectiveness principle. That＇s to say, it＇s necessary to analyze the economic feasibility of its sustained, healthy and fast development in regional recycling economy system; 3） Interests-distribution principle. Under the market economy conditions, it＇s a precondition for its sustainable, healthy development to harmonize their benefits of all stakeholders in regional recycling economy. This paper also putted forward to suggestions for prompting regional recycling economy development.
