Discussion on the Proprietor Absence of the Ethnic Culture Tourism Resources Property Right System

现有的民族文化旅游资源产权制度安排在某种程度上已束缚民族旅游地的可持续发展并妨碍文化旅游资源的可持续利用,而所有者缺位已成了其中最大的障碍并直接导致了民族文化旅游资源的产权困境。通过田野调查、文献资料分析等研究方法,试图进一步剖析所有者缺位现象及其影响,以期拓宽理论研究的视域。研究发现,在完善法律保障的基础上,能够通过合理安排产权制度来解决民族文化旅游资源产权制度中的所有者缺位问题。

The current ethnic culture tourism resources property right has already hindered the sustainable development of tourism community and the efficient use of ethnic culture tourism resources after long-term practice. Moreover, as the most serious obstacle, the proprietor absence has induced strightway the predicament of the property right about ethnic culture tourism resources. The paper attempts to further analyze the phenomenon and its impact on owners of absence in order to broaden the horizons of theoretical research by some research methods such as field research, literature analysis and so on. The author first expands on the intention of ethnic culture tourism resources property right, then analyzes the status about the proprietor absence of ethnic culture tourism resources by using some of property right theories. From research that we can reslove this problem through reasonable system of property rights to address the cultural tourism resources.
