摘要
国际经验可为我国政府正确界定其在建立巨灾保险制度中的角色提供借鉴。国际上政府角色定位的模式主要有市场主导、政府主导以及伙伴协作三种模式。在这三种模式中,政府分别扮演监管者、主导者以及协作者的三种角色。比较而言,采取伙伴协作模式是适合中国现阶段国情的理性选择。
In my paper, I aim to use international experiences for the Chinese government to define its appropriate role in the establishment of catastrophe insurance system. From the international perspective, there are three different government role models： Market-led, Government-led, and Cooperative Partnership Models, in which the government plays regulator, leader, and partner respectively. Comparatively speaking, it is the rational choice for the Chinese government to take Cooperative Partnership Model.
