创新型企业在增强国家自主创新能力、建设创新型国家的过程中肩负着重要的使命和责任,其评价体系的研究和完善是创新型企业发展的重要保证。对创新型企业的内涵及优势进行深入分析,构建了由创新能力、效益能力与发展能力三个方面所组成的创新型企业评价指标体系,采用BP神经网络评价法对企业的创新活动进行评价,为准确判断创新型企业自身的创新和发展状况提供较为科学的规范化方法,为政府部门选择确定创新型示范、试点、培育企业提供决策依据。

Innovation enterprises shoulder the important mission and responsibility for the enhancement of national independent innovation ability and construction of an innovative country. The research and perfection of evaluating system for innovative enterprises are an important guarantee for the development of innovative enterprises. Based on analyzing the connotation and advantage of innovative enterprises, an evaluation indicator system is set up including innovation ability, profitability and growth power, and then using BP neural network algorithm to evaluate the innovation activities of enterprises. It provides a scientific and normalized method for innovative enterprises to assess their own innovation and development status accurately, and also provieds decision-making criteria for the governments to select and confirm the modelling, trial and incubating enterprises of innovative type.
