近20年来,议会内部设置专门的预算研究机构已经成为国际趋势,这符合政治民主化和市场经济的要求。预算研究机构的设置能够为议会提供简化、全面、透明、及时和可信的预算信息,从而加强议会的预算能力。当前我国已经具备了一定的经济条件,总结和借鉴其他国家的成功做法,并利用现有资源,在预算工委的基础上设置预算研究室,对于改变人大"橡皮图章"的窘境、提高预算监督水平具有重要作用。

In recent years,the establishment of legislative budget research office has been the international tendency and this complies with democratic politics and marketing economy.The establishment of legislative budget research office can provide simple,integrate,transparent,timely and credible budget information,and will improve legislature's budget ability.At present,China has possessed certain economic conditions,it is essential to use international experiences as reference and establish budget research office based on Budget Work Committee.By this way,CPC's embarrassed image of‘rubber stamp'can be changed and its ability of legislative oversight on budget can be improved.
