阐述船舶状态评估标准研制方法,为评估执行人员提供参考依据,确保评估的客观真实。将船舶评估与费用预算有机结合,建立评估与预算计算机系统,依托技术创新,实现船舶状态评估与预算信息化。
The research and development of ship condition assessment standards are described, which can be used by assessing operators to ensure the objectivity of the assessment. Thanks to the computer and communication technology innovation, a computer system combining ship condition assessment and ship operation budgeting, the Ship Condition Assessment and Budget System （SCABS）, is constructed.
