多部门协作开展流动人口艾滋病防治工作的问题和策略研究

Study on multisectoral cooperation and strategy of AIDS prevention and control among the floating population

目的了解多部门协作开展流动人口艾滋病防治工作现状,分析存在的主要问题,提出相应的建议。方法对4009名7类不同行业的流动人口进行问卷调查,对流出地和流入地相关部门147名工作人员进行访谈,收集并分析相关信息。结果多部门参与流动人口艾滋病防治的局面初步形成,但与政策要求相比,存在较大差异。部分干部认识不足;一些部门对职责履行不够;防治工作经费缺乏;工作人员数量和能力存在不足;宣传教育薄弱;工作督导和考核机制存在缺陷。结论加强防艾部门的领导和协调;统筹经费安排;整合相关部门的工作网络和优势;发挥基层组织的作用;探索精神文化教育的作用等。

Objective To explore current situation of multisectoral cooperation for AIDS prevention and control among the floating population, its problems and strategies. Methods Four thousand and nine floating people of 7 occupations were recruited for questionnaire survey, and 147 staff members of different sectors in immigrant and em- igrant regions were interviewed to collect relevant data. Results Multisectoral cooperation had been primarily estab- lished despite the great gap existing between actual situation and policy requirement. Some officials had little aware- ness of AIDS problems among the floating population, and the others failed to take full responsibility for AIDS con- trol and prevention as their duty bound obligations. Funds were insufficient; staff concerned lacked experience and capability, with insufficient numbers. Heath education was inadequate, and the monitoring and evaluation systems remained underdeveloped. Conclusion The leadership and coordination of sectors involved in AIDS control and pre- vention should be strengthened. Funds and resources should be rearranged and the role of grass root organizations should be given to full play. Furthermore,the role of cultural and moral education should be explored.
