我国高等教育拨款体制问题研究

Study on appropriation system of higher education in China

改革现行高等教育财政拨款体制,使之与日臻完善的社会主义市场经济体制相适应,已成为一个重要的课题。现行高等教学拨款体制存在着高等教育财事权分离、经费投入不足的矛盾突出、财政拨款制度亟待改革、投入不足和经费使用效益不高等问题,本文通过对这些问题进行分析,提出了保证国家对教育的投入、建立高等教育基金制度、高等教育投入的多元化的建议,做为高等教育财政拨款体制改革的方向及解决问题的对策。

It is an important task to reform current finacial appropriation system in higher education, which can be applied to socialist market economy system. There exists the following problems： the separation of decision and execution in appropriation system problems of higher education, serious contradiction of funds lacking, urgent reformation of finacial appropriation system and low benefits of expenditure. By analyzing these problems, this paper proposes the reformation direction and the countermeasures of solving problems in finacial appropriation system： ensure the investments of the state to education and the diversification of higher education investments, and establish a higher education foundation system.
