摘要
提出了一个企业级烟草专卖管理平台的设计方案,将GIS和GPS技术引入到烟草专卖指挥中心,以满足烟草许可证合理化布局、专卖信息点标注、专卖执法车辆导航和监控需求。通过对烟草专卖流程的调研和分析,系统采用C/S、B/S和M/S相结合的模式,实现了地理数据采集和实时指挥专卖执法车辆等功能。烟草专卖指挥中心管理平台应用后,既可提高许可证的合理化布局,也可实时指挥围追堵截非法卷烟运输车辆,从而提高专卖管理和指挥能力。
A scheme for enterprise level tobacco monopoly conductor center management platform （TMCCMP） is introduced. Geographic information system （GIS） and global positioning system （GPS） are used to meet the requirements of optimal distribution of tobacco monopoly license, monopoly information markup and the navigating and monitoring for monopoly enforcement vehicles. By researching and analyzing the process of tobacco monopoly sales, a combination of C/S, B/S and M/S software architectures is proposed, on which functionalities like geographic data acquisition, real-time commanding of monopoly enforcement vehicles are implemented. After application of this management platform, the monopoly management and command capability of the center is enhanced greatly.
