浅谈我国自然垄断产业治理方式的选择

自然垄断产业的治理方式主要包括两种:一是规制,一是国有化。各个国家的制度(主要是立法制度、行政制度、司法制度、行为规范和管理规章等)禀赋和规制机构成熟程度的不同将导致不同的治理结构。对我国而言,规制机构与相应法律法规都尚不成熟。因此,我国在选择自然垄断产业治理方式的过程中,应谨慎选择与现有制度环境相匹配的治理方式。

Here are two types of governance in natural monopoly industries： regulation and nationalization. The different maturity level of endowment and regulatory institutions of the systems of each country （mainly the legislative system, administrative system, judicial system, a code of conduct and management of regulations, etc.） will lead to different governance structures. For our part, the regulatory agencies and all appropriate laws and regulations are＇not yet ripe. Therefore, we should be careful to match the existing system of governance in the selection process of governance in China＇s natural monopoly industries.
