1968年11月底,中美双方议定于1969年2月20日恢复第135次中美大使级会谈。美国认为这为其转变对华政策提供了机会,并积极拟定会谈目标、内容和策略。尼克松最终选择了"多听少动"的保守策略,显示了尼克松政府初期对华政策的矛盾性。此次会谈虽因"廖和叔叛逃事件"被取消,但美国驻波兰大使斯托塞尔却为保留中美在华沙的联络渠道、恢复中美大使级会谈做了积极的补救工作,显示了美国扩大同中国接触和扩大会谈的强烈愿望。

It was decided by China and the United States at the end of November 1968 that the two sides would resume their ambassadorial talks on February 20,1969.The American believed that the talks would provide an opportunity for a shift in its China policy and therefore actively formulated the objectives,contents and strategies for the talks.Nixon finally adopted a conservative policy of'more listening and less commitments',which reflected the contradictory nature of the Nixon Administration's China policy at the initial stage.In spite of the cancellation of the talks due to the'Liao Heshu defection incident'Walter Stoessel,the American ambassador in Poland,took active remedial measures for keeping open the Warsaw channel between the two countries and the later consumption of the talks,displaying the strong desire on the part of the American side for strengthening contacts and enlarging the negotiations.
