晚清地方政府应对社会性危机的失误——以光绪二年江南地区妖术恐慌事件的处理为例

Qing Local Government's Failure in Handling the Social Crisis:Retrospection on the Panic of Witchcraft in the Southern Region of China in 1876

1876年起源于江南地区的妖术恐慌,由于地方官员失察,应对措施不当,放任民众的无序行为使社会愈加混乱;对谣言导致的民教矛盾未能及时调适,最终叫魂恐慌以引发教案而收场。地方政府对此次谣言恐慌造成的混乱与矛盾负有不可推卸的责任。

Because the local officials failed to perceive the real reason of the panic of witchcraft, and didn＇ t take the effective measure to deal with it in this incident which originated in the southern region of china in 1876. meanwhile, they were yet to interfere the people＇s disordered action which lead to chaos of the society, and mediate the paradox between the Chinese and the church which was given rise from rumor about witchcraft in time. At last, this incident was winded up with the serious conflict between them. Therefore, the local government may undertake the main responsibility for the chaos and paradox lead by the panic of the rumor.
