摘要
就日益严重的汽车排放对大气环境和人体健康带来的危害性,提出了解决汽车排放污染的二种方法,着重指出排放法规立法滞后于技术发展带来的严重性,要求上海率先制定较严的地方排放法规,并提出了立法、行政、经济措施三管齐下的控制汽车排放的建议。
Two methods for solving motor vehicle emission pollution are given. The gravity of emission regulations behind technical development is stated in this paper. More strict district emission regulations must be first formulated in Shanghai. Some suggestions for control motor vehicle emission are stated.
