伴随着30年来中国改革开放的成功推进,立法工作也得到不断加强和发展。中国特色的立法体制和法律体系逐步形成。反思立法进程,总结立法经验,就是要坚持以宪法为依据,以国家的整体利益和人民的根本利益为出发点;以经济建设为中心,把立法与改革发展的重大决策紧密结合起来;坚持中国国情和特色,学习借鉴外国立法经验;坚持民主立法、科学立法、高质立法;坚持制定法律与修改法律并重,不断完善法律体系;坚持中国共产党的领导、人民民主和依法治国的有机统一。

With the 30 years of successful pushing forward of the reforms and opening up in China, legislation has also been continuously strengthened and advanced. A legislative and legal system with Chinese characteristics has gradually been established.
