"Three Supremacies" and Socialist Legal Concept

2007年岁末,胡锦涛总书记在同全国政法工作会议代表、全国大法官、大检察官座谈时发表了重要讲话,提出了政法机关应当坚持"三个至上"。"三个至上"究其实质来说,是对社会主义法治观内涵的深刻揭示,突出强调了社会主义法治观与其他非社会主义法治观的本质区别,进一步重申了以宪法为核心的我国社会主义法制的正当性基础和制度目标,有利于广大法律工作者树立辩证统一、统筹兼顾的法治观念,扎扎实实地在本质岗位上解决各种具体法律问题,为健全社会主义法制服务。

Toward the end of the year 2007, General Party Secretary HU Jin-tao made an important speech when meeting with representatives from the national working meeting of politics and law, law chancellors and grand procurators. He said that politics and law organizations should stick to the ＂Three Supremacies＂, which not only embody the deep implications of the socialist legal concept, highlight the natural difference between the socialist legal concept and other non-socialist legal concepts, but also reaffirm the legitimate and systematic elements of our constitution-based socialist legal system. This will enable legal workers to establish their legal concept of dialectical unity and overall consideration. This will also help legal workers to solve various legal problems in their work and to contribute to the perfecting of our socialist legal system.
