湘西州近十年来跨越式经济发展战略反思

Reflections on the Leaping Economic Strategy of Xiangxi Prefecture in the Recent 10 Years

某一区域推行"跨越式"经济发展战略,必须具备一定的要素条件,才能取得突出成效,否则有可能造成政经动荡,人民遭受损失。1999—2008年的十年期间,在资本、劳动、土地和管理等生产要素方面存在诸多障碍和制约的条件下,湘西州推行的激进"跨越式"经济发展战略,通过反思,本文认为应属战略失当。怀化和张家界等周边地区的发展战略日趋务实和理性,也进一步证明湘西州"跨越式"发展战略的不妥当。因此,树立以民为本的科学政绩观,在保持政局稳定、社会稳定的前提下,渐进推动州域经济发展,应成为现在和将来湘西州的经济发展总战略。

This paper analyzes the leaping economic strategy of Xiangxi Prefecture from 1999 to 2008, holding that this strategy is improper due to the restriction of capital, labor, land, and management. The realistic and rational development strategy in the neighboring areas of Huaihua and Zhangjiajie also proves the improper strategy in Xiangxi Prefecture. The paper further proposes a gradual strategy to boost economy in Xiangxi Prefecture, focusing on people-oriented scientific outlook of political achievement and social and political stability as well.
