城市环境治理综合评价指标体系设计及其评价研究

On Comprehensive Evaluation Index System of Urban Environmental Governance

城市环境治理综合评价指标体系是指一系列城市环境治理评价的方法及其指标所构成的有机体系。设计原则主要有系统性原则、科学性原则、可比性原则等。基本框架主要分为资源环境系统状况、高效经济系统、社会环境治理能力建设三大象限,各个象限中又分别包含不同的二级指标。城市环境治理综合评价步骤主要包括指标值的量化、指标权重的确定、城市环境治理效果的判断等。

Comprehensive evaluation index system of urban environmental governance was an organic system composed by a series of methods and indexes of urban environmental governance. Their designed principles included systematic principle, scientific principle, comparability principle, operation principle and so on. Their basic framework could be divided into three quadrants,which were resources and environment system conditions,efficient economic system, and the establishment of social governance capacity. The steps of comprehensive evaluation index system of urban environmental governance included the quantitative of indicators,the dimensionless of indicators, the determination of index weight, the combination of comprehensive evaluation index, and the judgment of urban environmental governance effect.
