在岸服务外包的发展趋势及对策研究

A Study of the Onshore Service Outsourcing:its Current Situation,Trends and Policy

在岸服务外包的国际发展趋势主要表现在两个方面:一是服务业尤其是生产性服务业占GDP的比重不断上升;二是制造业对服务业特别是生产性服务业的依赖程度不断增加。我国服务业占GDP的比重偏低,在岸外包还处在发展的起步阶段。促进在岸外包需要加快国有部门改革,解决服务外包发包动力问题;推进服务标准化,降低服务外包的监督成本;消除土地政策歧视,解决服务外包的交易成本问题;加强环境建设,解决服务外包的后顾之忧。

Service outsourcing can be divided into onshore outsourcing, near-shore outsoureing and offshore outsourcing. The international development trend of onshore services outsourcing is manifested in two aspects： first, the service sector, especially the producer services, account for the total GDP with rising proportion; second, the manufacturing sector depends more heavily on services sector, especially on the producer service. Service industry accounted for the low proportion of GDP in China, and onshore service outsourcing is still in the initial stage. To promote the development of onshore outsourcing, the reformation of state-owned sector should be accelerated to motivate the incentive; the standardization of services should be promoted to reduce the supervision cost of outsourcing services; land policy discrimination should be eliminated to solve the dealing costs of onshore outsourcing; environment should be improved to resolve the potential problems.
