参与型政治文化发展存在的问题不仅是传统文化的遗留、西方文化的渗入,更重要的是民众自身理念的转换。在理性面对传统政治文化与西方政治文化的同时,应当提高全民的政治参与素质,提高主文化的社会化,大力发展公民社会,构建新型参与型政治文化。
