公民参与地方政府绩效评估是建设服务型政府的重要途径,是服务型政府公众本位、民主法治、服务至上等理念的价值彰显。目前存在的问题包括公民参与地方政府绩效评估整体素质不高,获取必要绩效评估信息比较难,参与方式相对粗放,并且缺乏必要的制度保障。解决这些问题客观要求树立公民参与地方政府绩效评估的理念,建立健全相应的制度安排,培养公民参与绩效评估能力,并畅通信息沟通渠道。

The solution to these problems requires foster the concept of citizen participation in local government performance evaluation, establish and improve the corresponding institutional arrangements, foster citizen participation in performance assessment capabilities, and open channels of communication information.
