摘要
我国水资源分配存在极大的不公正,特别是农民、农村与农业的水资源利用受到极大的挤压。其中原因很多,也非常复杂,要采取各种有效措施加以解决,以维护农民的合法权益。
The allocation of water resources in China is in serious imbalance. Especially, the water rights possessed by peasant and agriculture were squeezed greatly. According to respective reasons, we should take various measures to return the rights to peasant.
