摘要
提高少数民族人口素质是青藏地区基础教育的核心目的。青藏地区基础教育在实现跨越式发展的同时还存在着一些亟待解决的问题。为了使青藏地区基础教育实现内涵式发展,就必须转变民族地区基础教育发展的模式。为此,要重建民族地区基础教育的概念,培育合乎素质教育观的民族地区基础教育新理念;要重视对青藏地区丰富的教育资源的开发、利用和基础教育领导水平的提升;关注知识管理;要统筹通识教育与职业教育。
The goal of elementary education in Qinghai-Tibet Region is to improve quality of the population of ethnic minorities. In realizing a great-leap-forward development, there still exist some urgent problems in elementary education in Qinghai-Tibet Region. In order to realize internal development, the model of elementary education in this region should be changed. The concept of elementary education in ethnic regions should be reestablished, and a new concept of elementary education in ethnic regions should be fostered to fit in with quality education. Importance should be attached to development, utilization and education of abundant educational recourses in Qinghai-Tibet Region. More concern should be given to knowledge administration and overall plans should be made for both general education and vocational education.
