No Change for a Long time, No Change to Promote Change, and the Change Resided in No Change——To Promote the Innovation in the Rural Land System

中央提出农村土地制度长久不变,这既有利于推进农村土地制度的创新,又可保持社会稳定。农户土地权利过少、过于模糊,期限又过短是现行土地制度的主要问题。应在无限延长土地承包期的基础上,在双层经营体制中逐步增加并进一步明确农户的经营权利,赋予农户更多土地权利的自主转移权,实现以"不变"促"变",寓"变"于"不变"之中。

The central government remains the rural land system unchanged for a long time, which will help to promote the innovation of the rural land system, but also to maintain social stability. However the major problems of the current land system exist as follows: farmers land rights is too small, too vague and its duration is too short. Basing on the indefinite extension of the land contract period, we should gradually increase and further clarify the operation rights of farmers in the double-decker operating system and give farmers more land rights such as the right to self-transfer so as to realize 'no change' to promote 'change' and reside 'change' in the 'no change'.
