改革开放以来的中国政府改革正处在世界政府改革大潮之中,在探索适合中国国情的政府理论过程中,逐步形成了邓小平行政理论、三个代表行政思想以及科学发展观政府理论,这三个理论一脉相承,后者是对前者的继承和发展,体现了理论的传承和创新发展。施政环境变化无限,改革正未有穷期,因此必须进一步深化政府理论创新,构建中国特色的社会主义政府理论体系。
