摘要
市场社会主义理论指出,传统国有企业存在效率不高、职工工作积极性低、资源浪费等问题的根本原因是国有企业的机制问题,主要包括软预算约束问题、委托-代理问题,以及信息、激励、企业创新、集权化等固有的低效率机制问题和劳动产权不明晰等。文章认为,我国国有企业改革必须要硬化预算约束,解决委托-代理问题,改革传统国有企业低效率的根本机制,明晰国有企业劳动产权制度,深化国有企业改革。
Market socialism theory shows that the problems such as low efficiency, workers' low activity, and wasting resources in traditional state-owned enterprises mainly results from its mechanisms including soft budget constraints, commission-agent, the inherent low efficiency mechanisms such as information, incentives, enterprise innovation and centralized as well as vague labor property rights. It is required that the state-owned enterprises need to harden budget constraints, resolve commission-agent, change the fundamental low efficiency mechanism, clarity the labor property rights system in state-owned enterprises and deepen its reform.
