金融危机背景下农民工就业问题的三维模式研究

On the Three-Dimensional Model of the Migrant Workers' Employment Under Financial Crisis

妥善应对全球金融危机给我国农民工就业市场带来的消极影响,应建立一套以政府为主体、城市社会为补充、兼之以农民工自身不断完善的三维对策。文章认为,政府方面应采取相关经济政策扶植中小企业,建立农民工就业信息服务网络,鼓励农民工回乡创业并为其提供相关培训,建立健全针对农民工的各种保障体系等;城市方面则应首先从心理上消除对农民工的身份歧视,帮助他们扩大社会关系网络;农民工自身则应转变就业观念,提高自身素质。

To properly deal with the negative impact of global financial crisis on the migrant workers＇ job market of China, it is needed to establish a three-dimensional response, in which the government is as the main body, the city is added to the community, and the migrant workers should constantly improve themselves. This paper considers that the government should speed up infrastructure construction, expanding domestic demand and adopt relevant economic policies to foster small and medium-sized enterprises, establish the employment information service network for migrant workers, encourage farmers to venture back to work and provide related training for them, establish the security system of migrant workers and so on; The city should eliminate the psychological discrimination against the migrant workers at first, providing them with a good living and working environment in accordance with the principle of equality and helping them expand the network of social relations; At the same time, migrant workers should change their concept of employment, improving their own quality, entering into the employment and entrepreneurship actively.
