Professor Tou Xiao-dong＇ s On Evolution of Environmental Law＇ s Function is the initial studying on environmental law＇ s function. It bases on the mutual moving of ecological civilization development and law evolution, concludes ＂why evolve？＂, ＂ how evolve ？ ＂and ＂what make it come true？＂, puts emphasis on method of the combination entirety and part, empirical study and normative study, autonomy and regulation, gradation is distinct and logic is well-knit. The comprehensive pluralistic evolution system of environmental law＇ s function constructed beyond the reason is toward satisfactory explanation , the three aspects of evolution should deserve careful pondering.
