我国正处于社会法制建设的发展阶段,刑事犯罪受害人救助制度的缺失,逐渐成为诱发人民内部矛盾的一个重要因素。为了切实做到改善民生、保障人权,建立健全刑事被害人救助制度成为一项迫在眉睫的重要课题,也是深入贯彻科学发展观的必然要求,创建和谐社会的必要前提。

Our country is undergoing the development period of constructing a socialist legal system. However, the imperfection of salvage system for criminal injures is becoming a factor which induces contradiction among the people. In order to effectively improve people＇ s livelihood and guarantee human rights, we should construct and improve the salvage system for criminal injures is critical, which is not only the inexorable requirement for fully implementing scientific development outlook, but also a prerequisite for constructing a harmonious society.
