摘要
建立和完善农村社会保障体系,让农民能够得到比较可靠的社会基本保障,不仅是现实的农村经济和社会现状以及农村人口结构变化的需要,更是维护农村大局稳定和建设和谐社会的需要。我国农村传统的土地养老保障和家庭养老方式,已经不适应经济社会转型时期的农民需求,要积极探索和建立新型农村社会保障体系。
The establishment and improvement of rural social security system can provide farmers with more reliable social protection. It is the reality of rural economic and social status as well as structural changes in the needs of the rural population. It also maintains the overall stability in rural areas and is the need to build a harmonious society. Chinas rural land in the traditional old--age pension and family security, had not suited the economic and social needs of farmers during the period of transformation, it is necessary to actively explore and establish a new type of rural social security system.
