摘要
大学生就业问题是当下学术界热点探讨的一个极具应用性、跨学科性的前沿课题,也是各国政府正在致力于破解的政策难题。日本政府为解决大学生就业难题,制定并实施了一系列大学生就业促进政策,其之所以取得了预期的政策目标和实质性的政策效果,与日本大学生就业政策环境的改善与优化不无关系。本文侧重从日本大学生就业体制的现代转型、就业政策的法律化和就业观念的理性化,以及日本大学生就业服务的信息化与网络化等角度出发,深入分析日本大学生就业政策环境的优化及其对我国大学生就业政策制定与执行的借鉴和启示意义。
University Graduates' Employment is currently a hot spot issue and a frontier subject of applicative and interdis ciplinary nature in the academic circle. It is also a policy puzzle that each government in the world is committing to break through In order to solve employment problems of university graduates, Japanese government implied a serial of employment promotion policies for university graduates and obtained expected policy and substantial policy effects. In this paper, the authors emphasize particularly on viewpoints of the modem transition of employment system, the legitimization of employment policy, the rationalization of employment ideas, information and network of employment service and penetrate into the optimization of policy environments of Japan university graduates' employment and its inspirations for formation and implementation of China's employment policies for university graduates.
