摘要
旱灾在世界范围内具有普遍性,中国也是一个旱灾频仍的国家。加大水利建设的投入、采取科学的救灾措施和制定抗旱的预警机制,是提高抗旱能力的当务之急。
The author considers that intensify water conservancy investment in science to take relief measures and the development of drought early warning mechanism, is the most urgent task to improve the drought resistance capacity.
