提高自主创新能力是当前全国各地落实科学发展观,实现经济发展方式转变的主要手段和根本途径。近年来,山东经济发展很快,但仍然存在科技投入不足、科技产出结构不合理、科技贡献率比较低等问题,必须通过提高自主创新能力来实现山东经济发展方式的转变,实现经济又好又快发展。

To enhance the capability of independent innovation is the major means and the ultimate method to carry out the scientific view of development and to achieve the change in the pattern of economic growth. In recent years, economy has been keeping rapid growth in Shandong. At the same time, there still exist inadequate investment in science and technological output structure and the low contribution rate of technology advance. So, we must realize the transformation of the mode of economic growth and the favorable and fast development of economy in Shandong through enhancing the capability of independent innovation.
