湖南省突发公共事件应急管理体系建设现状与启示

Status quo and Enlightenment of Public Emergency Management System in Hunan Province

经过2008年初特大低温雨雪冰冻灾害的洗礼,湖南省各级政府应急管理体系建设工作进一步加强。他们在应急管理工作的许多方面都有所创新,并取得了明显的社会效益和减灾实效。本文根据湖南省的经验和灾后的反思,对我国突发公共事件应急管理体系建设提出了五项建议。

After the ice disaster in early 2008, the government of all levels promoted the emergency management. They have made several contributions and achieved apparent effects. Based on the experience and enlightenment, five suggestions are put forward to the emergency management system in China.
