乾隆三年宁夏大地震救济刍议

Research on Ningxia Earthquake Relief in 1738

清乾隆三年宁夏府大地震,造成了严重的社会危机。震后地方政府首先作出反应,一边开展自救,一边向中央政府汇报。中央政府在接到灾情汇报后,组织了一系列赈济。文章从政府层面面对地震灾害后出现的诸问题角度,探讨清代中央政府与地方政府应对地震灾害的措施。指出正是中央政府与地方政府紧密的配合,才避免了地震灾情的恶化。

In the third year of Qianlong administration （1738）, a grave earthquake hit Ningxia, leading to a serious social crisis. After the earthquake, at first, the local government took the actions against the catastrophe. They provided relief and helped themselves as well as reported to central government. When receiving the report, the central government successively collected goods to help the disastrous area. The article plans to stand at governmental perspective on the basis of measures toward earthquake and inquires into the measures taken by central government and local government. It points out that intimate coordination between central and local government was the key to avoiding deterioration of the disaster.
