Changes and Trend in the Policies for Modern Chinese Librarianship

本文在全面回顾中华人民共和国建国以来图书馆事业发展历程的基础上,分析我国图书馆社会定位和制度建设上的缺失,认为单位化的社会体制结构是造成图书馆事业发展内部动力缺失的原因之一,因此必须在结合我国国情的基础上,借鉴西方现代图书馆制度,构建符合图书馆事业发展的新的制度体系,通过政策的作用促进多元化图书馆的设立及其管理、运行、评价机制的发展。

Based on a brief review of the history of China librarianship after the year of 1949, and an analysis of the inadequacy in the social position and the institutional construction of libraries, this paper points out that the independent and closed-up social structure deprives libraries of the driving force of their development. Therefore, an institutional system must be constructed for the development of China＇s librarianship by taking into account its national conditions and using western library system as a reference, a diversified library system devised and the development of its management, operation and evaluation promoted with proper policies.
