摘要
《高等教育机会法案》是对美国《高等教育法》的第八次再授权,该法案也成为美国未来五年内高等教育政策实施的重要依据。美国在该法案的指导下对其高校财政、问责制度、联邦学生资助制度、高校入学机会等方面进行改革,同时该法案也为提升美国高校参与率、完善学校管理制度、提高教育质量等提供法律上的保障和支持。
Higher Education Opportunity Act is the eighth re-authorization of the American Higher Education Act, which has become an important basis for the US higher education policy implementation over the next five years. America makes reform on finance, accountability system, student financial support system of federation and enrollment opportunity of colleges and universities under the guide of this bill. At the same time, this bill provides legal guarantee and support for improving participation rate of American colleges and universities, making school management system perfect and improving educational quality.
